I kind of agree, but it's an issue that gets explored in the story.
I expect Charles would argue that non-mutant care is good as far as it goes, but it would be difficult for an ordinary human to teach a mutant to control his or her powers, and lack of control would be a pretty significant factor in that mutant's mental health.
